B. Why It’s Used
Paper II §14 of the TGPSC syllabus continues with “Planning for social infrastructure, health, education, religion, recreation, cultural, planning for fire protection. Regional Infrastructure network systems.” Social infrastructure is the human-services counterpart to physical infrastructure — schools, hospitals, parks, fire stations, cultural centres, religious institutions. The Master Plan allocates land for each category based on per-capita norms. The exam tests URDPFI norms (school places per 1,000, hospital beds per 1,000, recreation space per 1,000), facility hierarchies (sub-centre → PHC → CHC), and regional network concepts (power grids, telecom, highways, canals). Telangana-specific: HMDA’s social infrastructure planning, the role of Telangana State Southern Power Distribution Company (TSSPDCL), the SC/ST special component plan’s effect on school and hospital siting.

Social infrastructure is the network of facilities that provide human services — health care, education, recreation, fire and emergency services, religious and cultural institutions, and public safety. It complements physical infrastructure (Lesson 14.1: water, sewerage, drainage, SWM, power). Both are planned into Master Plans using URDPFI 2015 norms, but social infrastructure is typically delivered through line departments (Health, Education, Fire) rather than parastatal utility boards.

Health facilities follow a five-tier hierarchy, originally from the Bhore Committee (1946) and refined by the Government of India’s health policy. Sub-centre (population served: 3,000–5,000 in plains; 1,000–3,000 in tribal/hilly) — the first contact point; staffed by Auxiliary Nurse Midwives (ANMs); primary care, maternal and child health, immunisation. The KBR National Park in Hyderabad is an example of metropolitan-level open space; Indira Park is a metropolitan-level park; colony parks serve the neighbourhood level.

Fire services follow NBC Part 4 norms and a hierarchy based on response time and area covered. Fire stations are typically classified as: single-pump station (smaller towns, 1 fire appliance); double-pump station (medium towns, 2 appliances); major fire station (cities, multiple appliances + specialised vehicles). NBC Part 4 norms: 1 fire station per 50,000 population with response radius ~3 km (built-up areas) or 5 km (suburban/industrial). Specialised provisions for high-rise buildings (≥ 15 m), hospitals, assembly buildings, hazardous industries. Religious and cultural facilities are planned into Master Plans as public-semi-public land use. Regional infrastructure networks span multiple cities, districts, or states — the connective tissue of metropolitan and national systems. Principal categories: Power grid — the national transmission network (POWERGRID), state transmission corporations (TSSPDCL, TSNPDCL in Telangana), and distribution companies.
