B. Why It’s Used

Paper II §1 of the TGPSC syllabus asks the planner to understand not just how many people there are (Lesson 1.1) but where they live, how that is changing, and what policy levers exist to direct that change. Every long-cycle planning decision — where to invest in trunk infrastructure, where to release land for housing, where to locate a new industrial corridor, whether a metropolitan area needs a second airport — flows from a position on urbanization trends. The exam tests factual recall (what % of India is urban, which schemes exist) and conceptual understanding (why some states urbanise faster, why a “million-plus city” is a policy category). Telangana-specific data is heavily weighted because of the Paper II paper-II / GS crossover.


C. Mechanism in Words

  1. “Urban” is defined differently by each country, and India’s definition has specific tests. In India, the Census of India classifies a settlement as urban if it meets all three criteria: (a) a minimum population of 5,000, (b) a density of at least 400 persons per sq km, and (c) at least 75% of the male working population engaged in non-agricultural pursuits. Additionally, every statutory town — one with a municipal corporation, municipality, cantonment board, or notified town area committee — is automatically treated as urban regardless of the three demographic tests. There is also the census town category: a settlement that meets the three demographic tests but does not yet have statutory urban status. The number of census towns in India grew explosively from 1,362 in 2001 to 3,894 in 2011 — a sign of in-situ urbanisation, especially in West Bengal, Kerala, and Tamil Nadu.

  2. The world crossed the 50% urban mark in 2008, and the trend is not reversing. Per the UN World Urbanization Prospects (2018 revision), 55% of the world’s population lived in urban areas in 2018, projected to rise to 68% by 2050. The pace of urbanisation is now fastest in Asia and Africa — the regions that were historically least urbanised. North America, Latin America, Europe, and Oceania are already 75–82% urban and have plateaued. The implications for planners are planetary-scale: most new urban growth for the next 30 years will happen in countries with the weakest planning institutions.

  3. India’s urbanisation is lower than the world average but larger in absolute numbers. India was 31.2% urban per Census 2011 (about 377 million urban residents), with estimates putting it at ~35% today pending the next Census. Although the percentage is lower than the world average, the absolute urban population of India is among the largest in the world, second only to China. The decadal urban growth rate 2001–2011 was 31.8%, slightly faster than the previous decade. State variation is extreme: Goa is ~62% urban, Mizoram ~52%, Tamil Nadu ~48%, Kerala ~48%, Maharashtra ~45%, while Himachal Pradesh, Bihar, Assam, and Odisha are under 20%. Telangana at formation (2014) was ~38.7% urban per the 2011 figures that were reorganised, higher than the national average.

  4. India’s urban system is dominated by metropolitan primacy. As of Census 2011, India had 53 million-plus cities (up from 35 in 2001). The three largest — Mumbai, Delhi, Kolkata — together account for a disproportionate share of urban economic output. This produces a “primate city” pattern in several states (Maharashtra-Mumbai, West Bengal-Kolkata, Karnataka-Bengaluru, Telangana-Hyderabad) where the largest city is many times the size of the second-largest. Primacy concentrates economic opportunity but also concentrates infrastructure stress, housing shortages, and congestion — and creates the policy argument for counter-magnet cities and decentralised industrial development.

  5. Telangana’s urbanisation is Hyderabad-centric. Hyderabad (the GHMC area plus the broader HMDA region) holds roughly half of Telangana’s urban population. The next tier — Warangal, Nizamabad, Karimnagar, Khammam — are an order of magnitude smaller. This primacy is what makes the HMDA Master Plan, the Strategic Road Development Plan, and the Hyderabad Metro projects nationally significant; it also creates the policy imperative to develop counter-magnets (the “Greater Warangal” growth corridor, for example) so that the state’s growth does not over-concentrate in one metro.

  6. Urban growth in India is driven by three forces: natural increase, rural-to-urban migration, and reclassification. Natural increase (Lesson 1.1) contributes roughly 40–45% of urban growth. Migration contributes ~25–30%. The remaining ~25–30% comes from reclassification — settlements that were rural in one Census meeting the urban criteria in the next. Reclassification is partly a statistical artefact (the same town, newly recognised) and partly real (in-situ economic transformation). A planner who ignores reclassification overstates migration; a planner who ignores migration understates real urban pressure.

  7. Policy responses fall into two broad strategies: accommodate or redirect. “Accommodate” strategies accept urbanisation as inevitable and focus on improving urban infrastructure, housing, and governance — the JNNURM (2005), AMRUT (2015), Smart Cities Mission (2015), SBM (2014), PMAY-U (2015), and the Day-NULM all fall in this category. “Redirect” strategies try to spread urbanisation more evenly — through decentralised industrial growth centres (the original IDC pattern of the 1960s–70s), counter-magnet towns (the NCR Planning Board’s identified counter-magnet cities), corridor development (DMIC, Bangalore-Mumbai Economic Corridor), and the PURA / Rurban mission approach of connecting rural clusters to urban-style services. India’s policy mix is overwhelmingly weighted toward “accommodate,” with sporadic “redirect” initiatives.

  8. The implications of urban growth touch every sector planners work in. Population growth without infrastructure scaling produces the classic failures: water shortages (per-capita supply falls below CPHEEO norms), sanitation gaps (sewerage coverage in Class I cities is still under 50%), housing shortage (the MoHFW’s housing shortage estimates drive PMAY-U targets), traffic congestion (vehicle growth outpacing road capacity by 3–4×), public health stress (density-driven disease transmission), and employment pressure (the informal sector absorbing most new urban workers). Each of these is examined in its own module later in the course; here we set the framing.

The 2011 Census’s explosion in census towns (1,362 → 3,894, +186%) is the single most striking Indian urbanisation fact of the decade. West Bengal alone added over 900 census towns. This reflects both real in-situ transformation and improved enumeration.

Per Census 2011, India had 53 million-plus cities (cities with population ≥ 1 million in the city proper or urban agglomeration). The top 10 by UA population:

Hyderabad’s rank is now widely understood to have risen since 2011; estimates put it 4th or 5th today. Exact post-2011 figures await the next Census.

E1. Urban growth decomposition — worked example

A city grows from 1,000,000 to 1,250,000 between two Census years (10-year interval). Of this 250,000 increase: natural increase was 130,000, net in-migration was 80,000, and the rest came from reclassification (a peripheral panchayat got merged).

This decomposition matters because each driver requires a different policy response: natural increase → health/education; migration → housing/jobs; reclassification → statutory planning / municipal finance.

E2. India’s urban percentage — quick projection

If India was 31.2% urban in 2011 and the urban population is growing at ~2.8% per year while total population grows at ~0.9%, the urban percentage rises by roughly 0.4 percentage points per year. By 2026 (15 years after 2011), that implies ~31.2 + 6.0 = ~37% urban, consistent with widely cited estimates. The 50% urban mark, at this pace, is some 30+ years away.

Density alone does not equal dysfunction — Manhattan has higher density than much of Mumbai with far better service levels. The mismatch between density and infrastructure capacity is what produces urban stress.
