B. Why It’s Used
Paper II §11 of the TGPSC syllabus specifies “Significance of Housing in National Development, Housing need, demand, supply, issues and shortage, Housing Standards & Programs in India, National Urban Housing and Habitat Policy.” Housing is the single largest land use in any city and the most policy-intensive urban planning subject. Every Master Plan allocates 40–55% of land to residential use; every ULB runs a housing programme; every planner processes residential building permissions. The exam tests the need-demand-supply distinction, the components of housing shortage, NBC and URDPFI housing standards, and the architecture of PMAY-U and NUHHP 2007. Telangana-specific: 2BHK housing scheme (a state flagship), PMAY-U implementation in ULBs, the role of the Telangana State Housing Corporation.

Housing need, demand, and supply are distinct concepts, often confused. Housing need is the total requirement for housing units in a given area at a given time — a normative figure based on population, household size, and acceptable crowding norms. It includes the homeless, those in crowded conditions, and projected future households. Housing demand is the effective requirement — the share of housing need that households can afford to pay for at market prices. Demand is therefore less than or equal to need (the gap is unaffordable need). Housing supply is the stock of dwelling units actually available — existing units plus new construction minus demolition/conversion. Housing shortage = Housing need − Housing supply, computed across components (homeless households, households in obsolescent units, congested households, etc.).

India’s urban housing shortage has been estimated at multiple points by the Ministry of Housing and Urban Poverty Alleviation (now MoHUA). The most-cited pre-PMAY estimate was the KPMG / Tata Institute / MoHFW study for 2012, which estimated the urban housing shortage at 18.78 million units — about 95% of which was for EWS/LIG (economically weaker sections / low-income groups). The components: (a) homeless households in urban India; (b) households living in obsolescent / dilapidated houses (unfit for habitation); (c) households in congested houses (more than 3 persons per room, or married couples sharing a room); (d) households needing new units due to natural increase and migration over the projection period. The 18.78 million figure excluded aspirational demand (households wanting bigger or better units) and focused on deprivation. Post-2014, PMAY-U’s “Housing for All by 2022” target was set against this baseline; progress against the target has been substantial but uneven.

NBC housing standards govern residential plot sizes, setbacks, height, and habitable space. Per the National Building Code (NBC) Part 3 — Development and Redevelopment, and Part 8/9 for residential buildings: minimum plot size for a low-income housing unit (EWS) — typically 25–30 sq m; for LIG — 30–60 sq m; for MIG — 60–100 sq m; for HIG — 100+ sq m. NBC habitable space norm: 9 sq m per person minimum (covered in Lesson 2.2). Minimum room height: 2.75 m for habitable rooms. Minimum room size: 9.5 sq m (for one room) or 12.5 sq m (for two rooms). Setback norms: typically 1.5 m front setback and 0.9 m side setback for small plots, scaling up with plot size. These norms apply across India; state and ULB building byelaws adopt them with local modifications.

URDPFI 2015 housing norms specify residential density bands. Covered in Lesson 9.3 — but the housing-specific application: low density (75–125 persons per hectare, pph) — typically large plots, low-rise; medium density (125–200 pph) — mix of plots and apartments; high density (200–400 pph) — apartments, walk-ups; very high density (400+ pph) — high-rise apartments. The choice of density depends on land availability, infrastructure capacity, market demand, and planning policy. Density is the principal lever the planner has to balance land consumption (lower density = more land per household) with infrastructure efficiency (higher density = better public transport feasibility, lower per-capita infrastructure cost).

PMAY-U (Pradhan Mantri Awas Yojana — Urban), launched June 2015, is the flagship central housing scheme. Its original target: “Housing for All by 2022” — 2 crore (20 million) new affordable housing units in urban India. The scheme has four verticals: (a) In-situ Slum Redevelopment (ISSR) — slums on central government / ULB / private land redeveloped with private participation, using the land itself as a resource; eligible slum families get free flats. (b) Credit-Linked Subsidy Scheme (CLSS) — interest subsidy on home loans for EWS/LIG/MIG-1/MIG-2 borrowers, for purchase or construction of new houses. (c) Affordable Housing in Partnership (AHP) — public-private partnerships to deliver affordable housing with central assistance of ₹1.5 lakh per EWS house. (d) Beneficiary-Led Construction (BLC) — central assistance of ₹1.5 lakh per EWS family for new construction or enhancement of existing houses, on family-owned land. The four verticals together cover new construction, subsidy-led demand, partnership-based supply, and individual enhancement — a comprehensive approach. Progress against the original 2-crore target has been substantial but variable across states.

The National Urban Housing and Habitat Policy (NUHHP), 2007 is the most-recent comprehensive national housing policy. Its key principles: (a) affordable housing for all, especially EWS and LIG; (b) focus on EWS and LIG with at least 10–15% of land in every new residential development reserved for them; (c) use of land as a resource for slum redevelopment; (d) public-private partnerships for affordable housing delivery; (e) microfinance and innovative finance for EWS/LIG access; (f) rental housing as a parallel track to ownership; (g) green and sustainable housing with energy-efficient design and materials; (h) special provisions for SC/ST/minorities/senior citizens/disabled; (i) decentralised implementation through ULBs and state governments. NUHHP 2007 is advisory — states adapt its principles in their own housing policies. PMAY-U’s design (2015) operationalises several NUHHP principles, especially the focus on EWS/LIG and the use of land as a resource for in-situ slum redevelopment.

Affordability is the central concept connecting housing to household income. The most common definition: housing is “affordable” if the monthly housing cost (EMI for ownership or rent) does not exceed 30–40% of the household’s monthly income. Above this threshold, the household is “cost-burdened.” For ownership, the EMI covers loan repayment, interest, and taxes; for rental, the rent covers the unit cost. The affordable-housing segment is typically EWS (Economically Weaker Sections, income up to ~₹3 lakh/year) and LIG (Low-Income Groups, income ₹3–6 lakh/year). The Government of India’s PMAY-U CLSS defines EWS as income up to ₹3 lakh/year and LIG as ₹3–6 lakh/year; MIG-1 and MIG-2 were added later with higher income thresholds. The JNNURM-era definition of affordable housing was: EWS unit up to 30 sq m carpet area, LIG up to 60 sq m carpet area.

Housing programme architecture at state level: the Telangana State Housing Corporation (TSHC) and the Double Bedroom Housing Scheme. The 2BHK (Double Bedroom) Housing Scheme, launched by the Telangana state government in 2015 (state-funded, parallel to PMAY-U), provides 2-bedroom flats of ~560 sq ft built area free of cost to eligible beneficiaries (SC/ST, BC, minorities, and other weaker sections). A town has population 100,000 and average household size 4.5. Housing need = 100,000 / 4.5 ≈ 22,222 units. Existing supply: 18,000 units. Shortage = 22,222 − 18,000 = 4,222 units.
E2. Affordability check
A household earns ₹25,000/month. Affordable EMI = 30% × ₹25,000 = ₹7,500/month. For a 20-year loan at 9% interest, EMI of ₹7,500 supports a loan of approximately ₹8.3 lakh. So the household can afford a house priced at ₹8–10 lakh (with down payment). At market prices of ₹25 lakh in a metro, the household is severely cost-burdened.
E3. Density at a project
A 5-hectare residential plot is developed at 100 dwelling units per hectare (DU/ha). Average household size 4.5. Net density = 100 × 4.5 = 450 pph — very high per URDPFI. If the same plot is developed at 40 DU/ha, density = 40 × 4.5 = 180 pph — medium density.
E4. PMAY-U CLSS subsidy
The CLSS for EWS / LIG provides interest subsidy of 6.5% on home loans up to ₹6 lakh for a tenure up to 20 years. On a ₹6 lakh loan at 9% market rate, the effective rate after subsidy = 2.5%. The NPV of the interest subsidy is roughly ₹2.5 lakh — a significant affordability boost for EWS/LIG households.
